Emergency Relief & Development (ERD) is a registered 501(c)(3) nonprofit organization committed to serving vulnerable communities with compassion, dignity, and excellence. We provide essential support in times of crisis through our emergency response programs, while also addressing long-term needs in areas such as shelter, nutrition, health, hygiene, and livelihood awareness.

ROHULLAH NIAZI

Board Member

Rohullah Niazi is a seasoned professional with over 20 years of experience in program development, project management, institutional development, and local governance. He currently serves as a Contracts Specialist with the Government of the District of Columbia, a role he assumed in August 2023. Prior to this, he was a Senior Program Manager at the International Republican Institute from December 2021 to August 2023, where he oversaw complex programmatic initiatives supporting democratic governance.

Mr. Niazi holds a Master’s degree in Comparative Politics from the University of York, United Kingdom, earned as a Chevening Scholar, and a Bachelor’s degree in Business Administration with a concentration in financial management, human resources, and general management.

Throughout his career, he has held senior leadership positions across government institutions, international non-governmental organizations, USAID-funded projects, and the private sector. His expertise spans strategic planning, capacity building, and public sector reform, with a strong commitment to advancing accountable governance and sustainable development.

Board Member

Imal Oxus is an accomplished development professional with over 15 years of experience managing U.S. government contracts and grants, primarily with leading multinational organizations and USAID contractors. He holds a bachelor’s degree in economics from Kabul University and an MBA with a specialization in Project Management from Indian School of Business Management and Administration (ISBM).

Imal has successfully led complex stabilization, resilience, learning, and Monitoring, Evaluation, and Learning (MEL) projects across Asia and Africa. His core expertise lies in international development, with a strong focus on grants and contract management, project implementation, and organizational leadership. Known for his strategic insight and solid leadership skills, Imal excels in driving results in challenging and dynamic environments.

Passionate about humanitarian work, Imal is dedicated to improving lives and empowering communities in need. His mission is to contribute meaningfully to global development efforts and help create a more just, resilient, and equitable world.

SAFIULLAH AHMADI

Board Member

Safiullah Ahmadi is a seasoned expert in cost and pricing, budgeting, and financial strategy, with over 15 years of experience supporting humanitarian and international development programs rooted in purpose, integrity, and impact. He has led the design of complex cost proposals, financial analysis, and donor-aligned budgeting strategies for initiatives funded by USAID, USDA, the U.S. Department of State (DOS), Department of Labor (DOL), Swiss Development Cooperation (SDC), Asian Development Bank (ADB), GIZ, and other European donors and foundations. His work has spanned more than 20 countries in Asia, Africa and South America.  He has also supported U.S.-based programs, providing financial oversight, compliance support, and budget leadership.

Currently working as an independent consultant, Safi collaborates with nonprofits and small businesses to design transparent, accountable financial systems and ensure the responsible use of resources. Known for his thoughtful and mission-driven approach, he supports cost strategy, financial planning, forecasting, and donor compliance across a wide range of contexts. With fluency in English, Pashto, Dari/Farsi, and Urdu/Hindi, he navigates diverse environments with ease and cultural sensitivity.

SAYED HABIB AMIRI

Treasurer/ Board Member

Sayed is an experienced finance and operations professional with over a decade of experience managing U.S. Government (USG) and non-USG grants and contracts across global programs. He brings deep expertise in financial planning, compliance, and international operations, including oversight of country offices and field teams. His background includes extensive work with ERP systems, internal controls, and the development of training programs to build organizational capacity.

Fluent in multiple languages and experienced in cross-cultural leadership, Sayed combines strategic insight with a strong commitment to transparency and mission-driven impact. He is passionate about strengthening nonprofits through sound governance, sustainable financial practices, and inclusive, global collaboration.

SABAWOON AHMADZAI

Board Member

Mr. Ahmadzai has experience in the development and management of social impact projects. He has managed a multi million portfolio for multilateral and bilateral agencies across  Asia, Africa, Europe, and the US.  

The projects touched numerous lives and focused on analytical work streams including a recent activity improving economic outcomes for Black Indigenous and People of Color (BIPOC)  in Washington DC, Maryland, and Delaware. 

He is a certified project manager and Massachusetts Institute of Technology graduate (Data, Economics, and Development Policy). He is proficient in English, Pashto, Persian and Urdu languages.
